The tube is not "blown " at all , From your description I think that the vertical section has ceased to function. The poss cause is dry soldered joints on the vertical amp chip --very common. Another possibility is low value electrolytic capacitors. Whether you can fix it yourself is another matter, if you have access to and can use a light soldering iron and know which is the vert amp section of the set you may stand a chance otherwise take it to a Tv Service shop !.

Does it even have a pic tube? the white bar could mean a dozen things. How do you get your reception, Cable, Sat. or entenna? If the white bar stays in the same spot always on the screen then it's a pretty safe bet it's blown. How old is the set? Good Luck.

Yes the Tube is shot, the cost to fix and replace it would be more than what a new tv would cost
