Alfred, you deserve better than this. To sit by the phone, calling her for over a month, and she cant return your calls? Yes, it's over. And what's more troubling, is she didn't even have the audacity to be woman enough to call you and tell you. She took the cowardly way out, and just stopped speaking to you. Take some time to yourself to regroup, do some soul searching and really determine what qualities you are looking for in a girlfriend. And next time, be selective...because you're worth it!

depends on the circumstances... I have no money to call, for example..... and we even talked about this with a friend that phone calls are so silly... and email and messenger are better (cheaper, deeper)
for example, especially as long as there is skype telephony, or yahoo voice, I won't call too many people on phone, either
now, if I had a boyfriend, I wouldn't want to stress him with phonecalls, either..... they get bored and the whole thing runs into routine if I do it...
call her and check out what's up... it is a bit silly to sit around and wait and think why she's not calling, right?

Wow, yeah dude. It's been over for a long time. She's got someone else now.
You can't even really dump her if it's been a month without even talking. Trust me, she doesn't think about you at all any more, otherwise you would've heard from her.

Assume shes cheating. If you haven't talked to her for a month shes not a good girlfriend. Find someone new, who will actually be there to have a relationship with you.

I would start dating others but heck still call her for a good one-nighter once in a while. Just make it a sexual relationship instead of a love relationship.
Get what you can out of if it until she completely dumps you.

Yes, I do believe it is over. It's obvious that there was a lack of communication from the beginning of your relationship, otherwise you wouldn't be in this situation.
