I think there was some legislation about this a while back, whether or not it was passed I dont know. I think some do keep track and some dont. Figure if they keep track of the number of lost luggage they would keep track of this too.

Definately, my dogs are like part of the family. If I were traveling with them I would look into this and choose the airline with the best rep.

Yes, I think they should, but whether it will ever happen is doubtful. I am a Chihuahua breeder and have people often ask for me to ship them and I will not do it. It is too risky for the dogs.
