I am in an unfortunate spot, my upper chest is very hard and nice however my lower chest is lagging, i.e. flabby. What kind of exercises can i do to tone and tighten up my lower chest?

your best bet would probably to do decline bench on days when you are not doing your regular flat bench its tough for the first set but then you get used to it and it helps a lot
