Just because someone isn't on the top 10 list doesn't mean that the FBI isn't trying/doesn't want to catch them. The top 10 list is the list of the 10 most dangerous and ellusive criminals they are trying to catch. They still want to, and are trying, to catch the rest.

becasue top ten is the top ten why not make it the top 50 or the top 100 or mabeythe top 1000...top ten are deemed the most wanted..every lawbreaker is wanted...but ya gotta have a MOST wanted and thats the top tn.....
