You need a software to do that.
First place to look for such software is the bundle CD that came along with your phone. If there is such thing, there may be a software to upload pictures to your phone. It handles the burden of reducing the size.
If you could not find such software, you can try with MS Paint. The simple software that comes with Windows.
But you have to use a separate software that supports picture resizing for better results. Examples are Picasa, Irfan View (free download) and ACDSee. There are numerous free software tools that allows for the same.
Here's how to do that using any software in generally:
Select / Open the picture you need.
Re size the resolution of the picture to the screen size of your mobile phone. (Something like 172 x 144)
Save / Export into a file format that is supported by your phone. (Eg.: JPG)
If you prefer you can decrease the export quality also to reduce the file size further.
Then copy that new file into your mobile phone.

first copy the picture to some other location so that while reducing the size if the picture spoils the original one remains safe 7 u can use it again.
now select the image (the one in diff location) & right click, u'll see many options, select "Ms Office Picture Manager" from among them.
then select "picture" on the toolbar, select the "resize" option, resize it as "email large / small" as per ur requirement, ur picture will be reduced to the size accordingly. (along with it u can also use "crop" under "picture" itself, if u want only a particular portion of the image to be transferred), Save the image & then u can transfer ur image in phone saving ur phone's memory space

If you have a photo software like photo shop or photo suite click on the adjust option and then go to Resize in drop down menu.

Whenever I need to resize something, I use IrfanView. Its basic photoshop freeware that you can find at www.download.com. Its a free download, just search for it at the top.
