From what it seems like, there are two kinds of pomeranian looks. When mine was two, I thought the breeder had switched her up on me! She looked nothing like the puffy poms in my pomeranian guidebook. She's nine years old now, and she still doesn't look like a puffy orange pom.
However, poms do acquire their full coat by age three. Even if she may not look like a showdog or a common puffy pom, your pom should still have an undercoat and outer coat. The undercoat should be short and semi-downy, especially in the winter. The outer coat should be rougher and longer, more wiry hair.
Like I said, two kinds of pomeranian looks/kinds. One's the showdog kind, small, orange and fluffy while the other has a longer, straighter coat.

No, shaving it off will not make it fluffy. From the description, I would suggest a complete physical check up at the Vets to eliminate any health problems. You should be brushing the dogs' coat at least every other day making sure you get all the way down to the skin and that you remove all tangles and mats. Check the arm pits, right behind the ears, the tail and hind quarters. Those areas tend to mat the worse. Then, once you have eliminated any health problems and you have brushed the dogs coat completely out so there are no mats, take the dog to a professional groomer. See if the dog comes home from the groomer all fluffy and soft. If it does, then it's all a matter of bathing and grooming your dog and keeping it clean and brushed.

My pomeranian was 2 in December and didn't get her full coat until a couple of months later. Don't worry, I'm sure she will be fine. Mine was the runt of the litter also. No matter what, they are great, aren't they??

She will acquire her full coat in time. It will come along as she matures. You will start noticing it after she's 3 and it will progress the older she gets.

There are two types of pom coats. Some poms have the fro look that most people know. While others are fluffy but with straight hair.

yes ,my pom got the full coat when it was 6 months old.well now it is 4yrs with good fur.well feed her the good and adequte diet so that it contains lots of protien,carbohydrates and fleshy foods .never neglect her diet if ur busy also pls do attend to her all times.take care and even pamper har all the time.as the breed is toy breed.well always keep in mind of feeding her always the fresh food.do not by mistake carry the same food till the evening if he/she does not eat on time.well take cre.need not worry about his coat it will surly come with good.and one more important point to be noted is that give her bath only once a week.so and use only mild shampoo or conditioner only.thank you.

Are you feeding her a balanced, high quality diet. That has a lot to do with coat condition.
If you get the food from Petco, Petsmart, or the grocery store it is not good quality. In fact it is all but poison for your dog. Never feed Iams, Purina, or Science Diet. They contain ingredients that are not good for dogs. Read a book called "Foods Pets Die For" by Ann N Martin. You will be shocked and amazed by the DISGUSTING things that it is perfectly legal to put in pet food. Things that are making our pets sick!
Go to naturapet.com for all you ever needed to know about dog nutrition. That company also has the best food out there. I feed California Natural Lamb and Rice and I have no complaints. They also have a Skin and Coat supplement, it works wonders.
Artemis, Wellness, and Avoderm are all very good foods, they have websites by those same names.
You might try changing foods anyway, the one you are feeding just might not be "doing it" for your dog.
The Ark Naturals company puts out a whole line of vitamins and supplements to try as well. They are also on the internet.
