Ted Bundy- to use the guise of a hurt good looking guy to lure your prey is pretty good. Did you ever see his bagful of tricks? His cast was fake but it held like an ether vvial to make his victims pass out. And other stuff like that. Zodiac Killer was scary that everyone was a target and the gall to break into peoples homes. And Gacy was pretty prolific as well.

within the us I would go with John Gassy killed over 20 people and stuff many of them in his house plus part time he was a clown for children's party

Outside the us there was a man in Russia during the 60/70 that road the Russian rail lines killing hundreds of people pretty wacky

then depending on what you criteria is Stalin killed about 30 million Russian over his Regin. Edie Amein of Africa who killed some many people at one time and threw them in the river that the electrical dam at lake Victoria would jam because of the bodies and would have to be shut down to clean out the bodies

HENRY LUCAS
Along with psychopath sidekick Ottis Toole, he traveled the U.S. raping, robbing, killing, and mutilating men, women & children. Originally thought to have killed 360 people, some of his confessions are now discredited. Whatever number of murders he & Toole committed, these two serial killers set a new standard in depravity.

Jack the Ripper for sure...

I think the Zodiac Killer. He was never found and he had killed 7 to 12 people... Although in letters to the police, claimed to kill 37.

I would have to say Gangis Kahn because he wiped out entire villages live stock included. Either him or Vlad the impaler. He was the inspiration for Dracula. Both of those guys killed thousands of people.
