Of course. Just about anyone can get a loan to buy a car or house. You can also choose to do without the house and buy a lamborgini.
Engineers make decent salaries. I believe starting salaries are now in the $40K to $50K range for Electrical Engineers. Electrical engineers can earn salaries over $100K with experience.

This is more a question of how much credit you can get extended rather than the question of income.
It is positively FRIGHTENING how big a loan you can get for something as spurious as a car. I am sure on an income of $20,000 a year you can afford a Mercedes. Mercedes sells a new sedan for something like $32k. You come up with 10% down and you are in for $329 payments per month. Easily in the reach of many, if that is your priority in life.
As for engineer incomes, an entry level engineer at a salary only company can make as little $35k and a senior engineer at the same company as much as $250k depending on seniority, field and geographical location.

Yes, but only the 3 series BMW or C class Mercedes. engineers can make over $4,000/mth ($2800 after taxes) pretty easily right out of college and figure the car note to be $800 for a $35,000 car.

Yes they can, but many are smart enough to drive Toyota Camrys or Honda Accords instead. They get you there just as fast and just as well and they cost a lot less!!
