That's a very broad question with little to go on.....

has the puppy been playing hard? Eating good? Going to the bathroom normally? Is it's bowel movements normal? There are way to many causes for this to list here without having something to go on... How long has the pet been doing this?

There are many diseases that would cause labored breathing, such as distemper. There are parasites too, such as heart worms. It could be a congenital defect. Or it could simply be he or she is tired.

You need to give a little background to the situation first.

Dogs can only sweat on the bottom of their paws. Panting is their only way of cooling down. I just read this last weekend in the "Ask Shaggy" section of the newspaper. Give the puppy lots of cold water and maybe even an ice cube to play with! :) Mine loves it!

There is a great article that backs this up and gives info about more serious issues that may be involved if the panting is too excessive:

If your puppy is outside, it may be because it is so hot and needs a cool place and lots of cool water. It could also have an allergy, be sick, or have worms. If the puppy doesn't stop after you put it in a cool place and give it some cool water, then you need to take it to the vet.

It could be too hot. It could be sick, or maybe choking on something.
