Your cat is smelling himself. Cats have a scent receptor on the roof of the mouth and it uses its tongue to bring the scents to it. Cats often do this after being petted, it is actually getting your scent. This is one way cats bond with you and each other.

Your cat is giving himself "a bath". Thats their way of cleaning themselves. Cats have a special instinct and feel the need to lick themselves. This has nothing to do with dehydration or lack of water. Its perfectly normal for any cat ( stray or house). I would worry about it at all.
ps- you should always try to keep the water to the top to keep yur cat healthy and happy.

That is the cats way of keeping its mouth area clean. when they snuggle up to rest or just to lay and be comfy they get fur in thier mouths or lint. so it is clearing its mouth of fur,water, slobber, or debris of all sorts.

properly, you stated which you're in a rancher, so the ceiling is likewise the roof ;) perhaps there are squirrels or birds touchdown up there which you would be able to no longer hear yet your cat can. that could be a much greater probable explanation than ghosts, do no longer you think of ;)

I don't know, cuz I've never owned a cat, but maybe he is just having trouble trying to hack up a fur ball.

when cats come across a new sent they take the sent in through their mouth.... that would cause there tongue to act that way..almost like when you smell something new that either stinks or just doesn't smell right you grab your nose!!!
The cat probably rolled in something that stunk!!!
So it is normal!!! Funny but Normal!!!

You might want to take him to the vet to check out his kidneys,Even though he is drinking water ,he might have a problem with his insides and the pantinish motion you are describing sounds like thirst,good luck...
