I tried this when I was younger .
To get to the center on both sides of the tootsie pop, it took me 1,115 licks. I did it in sets of 5, though, so I could be a few off.

If you really get your saliva going then its about 3 licks and one loud crunch.
If no crunching is allowed, then it takes about 120 licks to finally reach the center.
