what could be causing him to walk around and whine today?

it is a male, he is neutered, my other cat is a female and she is fixed too...

If your cat is a male he could have cystitis, an inflammation of the bladder. This is a serious condition and, if not cared for immediately, can cause death. Stones could also be the problem if he is not urinating and this condition is life threatening as well. The stones plug up the urethra, the tube that leads from the bladder to the outside of the body.
If your cat is female, she could be in heat or she could have stones too. Stones are rare in female cats, but my oldest cat had a problem with stones and had to see a vet.

Does he have a special toy that is missing? Is he using the litter box normally? Is he just looking for your attention? Check out his litter box behavior. Is he peeing easily, without whining, or is he squatting without producing very much? If you see that take him to the vet PRONTO. That could be very serious, a blockage, and is an emergency.
I used to have a cat though that had a special toy mouse, out of several, and when he lost that it was awful. We, the cat and I, would be all over the house looking for it until it was found. When I found it, but not until, LIFE WAS GOOD again, and he'd be quiet until the next time he lost it...:)

If it's a male cat, first off feel of his abdomen. Is there a large lump in his belly area? If so, he could be "plugged" up, or unable to urinate, in which case he needs to be seen by a doctor immediately because it is life threatening.

On the other hand, is he neutered? If not, he may be picking up the scent of a female in heat in your area. They can pick these scents up over a range of about 5 miles.

It's best to rule out any physical cause first, then you can focus on what else it may be. Make sure he is urinating in his litter box, sorta squeeze over his little body to see if anything is tender or hurting him.... if nothing there, most likely he is picking up scents that are arousing him.

Is he neutered? There might be a cat around that is in heat and he is whining about that. Perhaps he is not feeling well...if it continues, I would take him to the vet.

Our male and female cats do this a lot...We have decided they lost each other or maybe they want to play and are calling out to get the others attention. Because usually the other one comes running.

Is he in pain? He may be trying to "tell" you something. Call a vet tomorrow and see if they have some ideas for you. Good luck!

Nothing - he's just checking out stuff and meowing to see if anyone responds. My cat use to go into the bathroom and "sing".
