This person bought something on-line. I mean.....the stuff was not shipped to my address. It must have shipped to that person's address.

The bank cannot. You need to contact them to see if you can get the charge taken off and to report fraud. You need to contact the police for the possibility of an arrest though most of the criminals that do this use some other address as a drop. If they did use their own address they would be an easy pick up.

Well first off only law enforcement can arrest people, but that's just not the answer you're looking for. If you've reported to your bank and/or credit card company that the purchase was fraudulent, then the bank can file charges against whomever purchased the goods. They will of course require you to file a police report and then issue you a new card. If the person is found, then yes there will be an arrest.

This happened to my daughter. She was the one who had to file the police report. She had to complete an affidavit for the bank claiming that the charges were fraudulent, provide them with a copy of the police report. She also had to do this with the credit card companies. The charges were credited back by the bank. Eventually, the thieves were caught and prosecuted. Her police report helped in that effort. Sometimes surveillance cameras can catch the people by the date and time of the transaction which can be retrieved by the creditor.

Don't wait for the bank to do anything. You need to take action and protect yourself. Go fill out the reports.

Banks can't arrest people. The police can, if you file a police report, but a lot of times they don't pursue it. Fortunately, if you file a police report, that will be enough for the bank to delete the transaction from your account, so you won't be liable. But, it's unlikely anything will happen to the person who placed the charge to your card.

if the bank cares about you as a customer then they will notify the authorities and file claims with them. assuming it wasn't a mistake, happens you know one digit too many or something like that, then they should be ready to file some sort of action against the person. I had one incident where my card# was used illegally and my bank, and shi*tty as they were, actually filed a report and the perp was arrested.

The bank can't arrest anyone, but the police can. You need to contact your bank and the police about this and the police should solve this with the bank's and e-shop's cooperation.

No the bank can't, but the police will. Make sure to get the documents to show the fraud and take it to the police.
