Woods walked off the tenth hole being up by nine holes. Golf is played on 18 hole golf courses. After the 10th hole, there are only 8 holes left. Hence, with him being up by 9 holes, there was no way he could lose.

This is what "9&8" means: the winner is "up" nine holes with only eight holes left to play. "3&2", "2&1" ... etc.
