The only way that this would cause a guy to have a high-pitched voice is if he is without an anethesia and tries to talk during the procedure. Now, there are a couple of other items generally nearby that if removed during early adolescence or before would affect the development and probably result in a feminine, high-pitched voice. But that is another issue altogether.

You're thinking of castration, I think. Circumcision is more a religious/hygiene issue, and doesn't affect your voice.

no circumcision is the removal of foreskin around the penis

my guy is a radio host because of his sexy deep deep voice.. and he is circumcised
high or deep voice depends on how tight the vocal cords are .. not the condition of penis..
