Choose FORMAT then CONDITIONAL FORMATTING.

Then in Condition 1, choose FORMULA IS.

Then type in formula referring to another cell.

are u talking about changing the equation. for example how to add cell b2 and cell b4?

Copy format to another cell? ^C then go to the cell you want to copy to, then right click, click 'paste special', then choose the 'formats'.
