Well if you've just started dating, you dont want to declare your undying love, so how about something like, "Happy Birthday-Love insert Your Name"

-Lol it's just a hint..use it or not I just made it up...it's pretty good if I do say so myself...change it a bit if you wish coz it might be a lil sickly if your too new of a couple! Or use it for a future birthday of hers-
OR simply put the date you met and write next to it

Start off with like, "Hey, what's up?" or something, say a few inside jokes, and then say something like "Have a great birthday, Love [Your name here]" and then like give her something funny in addition to the gift, like if she is always asking you gum, stuff a pack in the card, or a few dollars for the vending machine, give her like $5 and write like, "Good for a bunch of snacks" on it. Something cute like that...then draw a picture of you two together. If you suck at drawing, that would be even cuter and funnier! Good luck!

it doesn't take much to see that
It's a condition not just a stunt
and not why I'm such a ****.
I put happy birthday then crossed it out
in case it might get misconstrued
Then I just put birthday but she knows that
so I crossed it out and said hope you pass your driving test if you ever take one and-
If it ever turns into it, love

go to www.bluemountain.com and go to ecards, love and new love, they have alot of nice cards that can give you and idea what you can say, or google "new love poems" and you will find something to give you ideas. But I think you should tell her how you honestly feel, and be sincere.
