Is Israel the only country that warns the civilians of enemy countries to evacuate before they attack?

And how can someone critisize them for civilian casualties after such warnings?

Israel will not take any crap anymore, even though they have trouble or will have trouble coming from North and South. I guess a few will say it dosent matter if Israel do give warning...civilians are still getting killed.
What a difference it would have made on 9/11, 7/7 to name but a few if warning's had been given out.
Hezbollah and alcaida will not give out such warnings.

I don't know. From a strategic point of view, though, its not really a good idea if you want to surprise your enemy, though Israel is also the only country that attacks its enemies even when there's a significant risk of hurting civilians (attacking a terrorist leader in a hotel, for example).

The warnings that Israel drops aren't anything new, every country drops things like that in war and its not meant to keep people safe but rather as a tool of propoganda to try to turn the enemies public with them. If you got a copy of the leaflets they picture the leader of Hezbollah as a snake in an attempt to cause a civil disturbance. Germany did it, and I'm sure the US has before!

We, as members of the American military, are trained not to kill civilians. I, as well as members of my unit, take that very seriously. I think of my wife and children at home while I'm away at war and how I'd feel if they were killed by a foriegn military jut because they were Americans and in the way. We are taught to not even shoot militants until they pose a direct risk to us. You've heard it in movies "do not fire until fired upon." Civilians know when we're around and they shouldn't put themselves at risk by getting in the way.
As far as bombing goes, I think our technology is awesome and that "smart bombs" do an exceptional job of not targeting civilians. Still, war is not pretty. It's not like it was back in the Civil War when you were face to face with the enemy and civilians watched from the hills.

Pretty much, yes.

The US sometimes will go out of its way to minimize civilian casualties, but (at least not since WW2 and Korea) rarely will announce its intended targets and warn civilians to evacuate.

I fully support Israel in their actions. Enough is enough. Minimizing civilian casualties is more than the supporters of Hamas and Hezbollah deserve. Any country that allows these groups to thrive should expect to occasionally be caught in their crossfire.

Are you saying that it's the civilians' own fault for not moving? 8 canadians were killed by an israeli bomb today, don't you think they'd've listened to the warnings if they could? Israel is dropping so many bombs it doesn't have a clue where they are landing.

Israel has bombed the airport, seaports, and bridges. that doesn't make it very easy for people to leave or for the evacuation of foreign nationals in the country. Also consider the difficulties of evacuating the elderly, young, or disabled.

they're still dead aren't they? some of them were killed fleeing for the border! maybe the warnings should have been made when they still could have escaped!

Well because you can't expect someone to just pack up and run away when someone tells them to. That is there home and they believe that they should defend it like for example the Gaza Strip.
