CC stands for Cubic Capacity, i.e., the size of the engine. It's got nothing to do with speed.

None, cc is a measure of volume while m.p.h. is a measure of velocity.
A cc is a cubic centimeter which is also called a milliliter.

I am guessing that you are asking about the size of an engine and how the size of the engine affects the speed of the vehicle.
You have not told us the type of vehicle, weight, size, etc.. is this a motorcycle, a car, or a boat?
