Yes, it will freeze, but when it thaws, you end up with a liquidized syrup that is WAY too sweet to drink. I doubt it effects the elctrolytes, though. (personal experience)
As for the answer to your bonus question, if you intend on being outside anywhere during the summer, remember the sunscreen. The sun reflecting off the water is worse than just straight sunlight. Check your local weather reports, if the heat index is higher than 95 degrees, I would recommend staying inside. If you must go out, drink plenty of fluids.

Yes you can freeze Gatorade.
As far as the temperature cutoff for sailing goes, that is an individual choice. My recommendation for ice sailing is 20 degrees Fahrenheit max.
