The french sentence is a non-sense because there are missing words but I got the idea.
I guess this person wanted to say: "Si vous pouvez lire ce que (j'essaie de vous) dire, (cela veut dire) que vous êtes super et intelligent: "Je t'aime".
In english:
If you can read what I am trying to tell you, that means you are super and smart: "I love you"
