Your parents/guardian mainly have to have insurance coverage. However when a child has a permit a parent/guardian puts them on the insurance or has insurance that covers anyone driving. That way your covered.
At least until you have your own car. Then you can get your insurance.

no you dont need insurance to have a permit but if you are operating a vehicle it must have insurance b/c if you dont and you have an accident the state that you live in will sue you for damage and you willl have billions of fines and they will more than likely take away your license.

in CA they require some proof of insurance when taking your drivers test..which is something you have to go through to get your license....
your permit is just for learning to drive...and so you can take drivers ed/training.
