You can't lose fat from just one area. You lose fat all over. You can exercise to tighten and tone those areas. Weight lifting is the best way to reshape and tone your body, plus it burns calories which can help you lose the fat too.
If after you've been exercising right, drinking enough water and eating well for several months AND you're around the right weight for your height, you may just be genetically predisposed to carry extra fat in those areas. Then the only real way to get rid of them is liposuction.
Still do exercise and diet first. Shapely hips and thighs are in as long as you aren't sloppy and lumpy.

Apart from consuming fewer calories than you burn up, try doing pilates, its unbelievable how quickly it tones you and saps the saddlebags, its relaxing, and once you have the hang of the breathing, really easy. Have dropped a stone in weight and have legs and abs to die for. Never knew they were there underneath till I tried this.

The stairs in your house.run up and down them 12 times a day.consult your doctor before any exercise.eat lots of fresh fruit and veg,fish and chicken.the stairs works a treat.
