If you listen to the song, it is about men who USE UP their phone, cars, credit cards and NEVER give back any money for running up these bills. You are looking at it the wrong way.

Bills, Bills Bills was about a girl who was basically supporting her man and he was not contributing to the bills at all. He was using her credit cards and her cell phone and not pitching in a dime. Both songs seem to fit their general theme. Even though personally, I don't like either song.
