No that is stupid, provide him with and anchored large bucket that he cannot tip over, and since he likes to play in the water buy him a plastic childrens pool. However I really dont believe in leaving a dog outside in that kind of weather is humane and furthermore neither is your attitude, the puppy doesnt know that he will die without water...he is an infant, you are the responsible caretaker who's duty it is to use your brain and make sure that he has water at all times because YOU KNOW he will die without it. Take a large Bucket and put a big rock in the bottom or bury it up to the rim in the ground so he cant tip it over I mean come on since you are so much smarter than him being a superior "human being" why cant you use your brain to find a simple solution to the problem.....Also seriously where do you live so I can come save that dog?? The best solution is to BRING HIM IN THE HOUSE WHERE HE BELONGS ON A 110 DEGREE DAY!!

It sounds like you are keeping a puppy outside it hot weather. Why I don't know. Never ever let any living animal be without fresh water, especially in that hot of weather. It only takes minutes especially with a pup to become so dehydrated it dies. A puppy is a puppy. Splashing and playing is his way of learning what's what. You should not scold a puppy for this type of behavior. Remember he's an animal/dog; this play stems back to when dogs were wild, it's a part of the process of learning/growing. If splashed water is a problem, perhaps you should get him a waterer that has constantly flowing water. Again, a pup should not be outside in this weather, even if he has shade or shelter. Still not good. Please take care of your baby, you wanted him, he's your responsibility. He can't get to a lake or river where there would be plenty for him. It's your responsibility.

Did you ever watch infants in pool or tub? comparable factor. puppies are playful and because that's warm, she needs to splash around. If there is any way you may get a canine bowl that has a sprint the opposite direction up clean water cooler factor on it, that must be solid.

Raise the bowls high enough he can't reach them, low enough for him to drink. Another, easier idea is to get a small childs pool. Fill it and the water bowls. He can play in the water all he wants, if he empties the water bowls, he can drink from the pool.

Try buying a children's plastic wading pool for about $10-$20 and keep that filled out in the yard. With it being so hot, a lot of puppies will play with the water to keep cool. That should keep him out of his water bowls, and if it doesn't, he still has an entire wading pool of water to drink out of.

Get smaller drinking bowls, and get a small plastic kiddie pool for him to splash in. That helps to keep him cool, too. DON'T let him go without water, he won't learn from that. He'll just learn that you're a meanie who doesn't give him water, and when you give him some, he'll just splash in it.
Get him a pool.

When you have a dog outside, it is YOUR job to check the water bowls every 2 hours to make SURE there is fresh water in the bowls!!!!!!!! That is what puppies do. Especially when they are hot. So fill them when necessary!!!!!
Try putting a brick in a bucket that hangs a little so he can't get his paws in it and can't tip it over.

Dont be silly! Follow Terras advise, its the most practical 4 U and your baby! Wading pools are AWESOME toys in hot weather, but be sure u dont just leave him outside in that temp! He'll die and then spilled water will be the least of your worries.

From your question, I can tell you are not too bright. You do not punish a puppy for spilling water or refrain from giving them water. Either get a big heavy pan to water your puppy out of or get an automatic waterer. Better yet, give the puppy to someone who has better sense.
