yes it is, one of the reasons is that Jesus names the person Lazarus, this is the only parable where one of the characters is named
heres a really good explanation

Let's use a bit of common sense here. Could this story represent a true event?
How many people do you think are "in Abraham's bosom"? How big is Abraham's bosom, anyhow? (I'm a D-cup, myself.)
Why did the rich man address Abraham, rather than Lazarus? He had known Lazarus for many years. How is it that Abraham could talk to the rich man, but Lazarus wouldn't?
I'm sure that if I were in torture in a flame, I'd be screaming for alot more than a drop of water to cool my tongue. The wonder is that the rich man could even carry on a coherent conversation. Ummm...once his sinful hide is scorched, blistered, and blackened, and his eyeballs have boiled from their sockets...does it all grow back so the torture can begin again? Come to think of it, does the dead rich man's spirit have nerve endings to feel the pain with?
We're told that there's a "great gulf fixed" between Abraham's bosom and the bad place where the rich man is. The rich man, in torment, could look across and see Lazarus being comforted. Does this mean that people in Abraham's bosom can look across and see their loved ones being tormented? Doesn't that sort of spoil the whole thing for them?
Oh, yeah--didn't Jesus come to pay the price for our sins? While we were yet sinners, the Bible says. If the price of sin is eternal torment in a flaming hell, shouldn't He be still twisting in agony, then? That really bothers me alot.
On the other hand, if the wages of sin is death, then He paid that, and my sins were judged at Calvary. The gift of eternal life is mine. Notice that the Bible clearly says that eternal life is a gift.

The arguments used to support that this was an actual event instead of a parable center around the use of the name Lazarus. Scholars claim that in all of his parables, Jesus would use terms like "a certain man" or other generic terms like "lord" or "master".

Jesus tells it implying it is a true event. The story is clearly presented as fact; unless this guy has proof otherwise, it is true.

No, it was not a real event. It is just one of many parables that Jesus used.
