Heatmizer is right in that we should not get dogmatic about this. However, I differ from his view of when Satan was first cast down to the earth.
When we read Genesis 1:1-2 and combine it with knowledge from Isaiah 45:18, we see that God did not create the world (universe) in a state of disaster (also see footnote to Genesis 1:2 in the New International Version). But then how did it get that way? It is believed that Satan is the cause of this -- hence, one of his nicknames, 'Destroyer'. And that universal destruction is the reason that God cast him down.
So, sometime after God created the universe, but before he restored the earth to a habitable state again and created Adam, is when we believe Satan was first cast down.
Again, this is not a foundational doctrine, just biblical speculation.

Here is 1 of the few rational answers, satan was cast to hell not earth, he possed a serpant (which had legs, proven by a fossil found in south america), then God cursed the serpant because it had been possed by satan, many angels were cast toearth and not hell but satan was to unholy to even touch God's beautiful new creation, this happend just after creation actually not before. The angels cast to earth bread with humans.

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of God plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satin/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about satins role in human relations can be seen if you look at the name Lucifer. It meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

Sometime before creation. How else would the Devil be in the Garden of Eden? It says nowhere in the Bible that Satan is in hell. This is a made up doctrine.

satan was once an angel in heaven named lucifer, but he believed he was more powerful than God, and he tried to overthrow God with some of his followers. he obviously failed. he was then cast down to earth. all of this happened before the creation of life on earth.
