I hate to be a downer, but does she view your relationship in the same way as you?
She may not be as attracted to you as you are to her, if she hasn't shown any signs that she wants to kiss. I know that doesn't sound very pleasant and I'm sorry, but if she isn't expressing a desire for closeness or kisses, then maybe you two simply aren't meant to be.

When you're alone with your girlfriend, put your arms around her, look into her eyes and say.....do you know what I've been dieing to do.....and kiss her softly on the lips.
If she backs away....look for another girlfriend...but I'm sure she will love your aggressiveness ( most girls do).

well maybe she is nervous why dont you try taking her out and spoiling her and telling her that she is beautiful and making her feel safe and wanted, thats always important to women.
