I received a called from a mr neids stating eh was from accidents services department a young lady has an accident on golf rd and my number was her "ice" she is a Jane doe this the # he called from 773-847-8850 and it comes up prison just seems odd

Sounds like fraud and or phising for your info. If you wasn't in an accident. I would just report it to the police and file a report .

Who told you that? Was it a police officer? I wouldn't call until you know who is it. Call the local police office, do not call 911, just the regular number, and ask them about it.
