Are they really? I had never heard of this, and my husband drove a Ford Ranger into Manhattan, and didn't get a ticket. That was a few years ago, though, so maybe laws have changed...

That's called "fraud" and it is illegal (especially since you said you saw one down the street for $160) Also, I HIGHLY doubt that it'd work out as nicely as you just planned it out. No one has enough time to sit there, buy like, 5-6 items, get their refund, and then pay $50 for a watch (when there's probably some other street vendor selling it for like, $3) $50 on the street=rip off, and people know that. And since it's New York, you can't really just "drive off" because all the angry people will be able to 1. Describe you 2. Describe your truck 3. Someone probably saw the license plate 4. Chase you down.

pick-up trucks aren't illegal,maybe
your uncle got the ticket for illegal parking
or something else,but not for having a
pick-up truck.

A lot of streets in Manhattan are closed to commercial traffic. If your uncle was on such a street (for instance, 5th avenue above 59th St) then he could get a ticket. Funny enough, that same pickup with non-commercial plates is welcome to drive right through. It's the difference as to whether or not it is a delivery vehicle in a residential zone,

No, passenger pick-ups are not illegal. If he got a ticket it was for something else like window tinting or illegal parking or "blocking the box" at an intersection.

I'm not aware that they are illegal. However, trucks or any vehicles with commercial plates are not allowed on parkways.
