you Brits aren't the only ones who complain about the weather here in MN if we don't talk about the weather we wouldn't have anything to talk about.

It is because the weather is so changeable but there is never anything in between. It's either too hot or too hold and never comfortable. I think we might complain less if there was any warning or gradual change but there never is, it just goes from freezing cold to boiling hot and from drizzle to full blown storms. We never have time to get used to anything. I think that makes it a good reason to complain and it is a good ice-breaker as there is always something different every day!
And it is also something "safe" to talk about no matter who you talk to.

Because we get so much of it. People who live in the middle of a continent get uniform weather, tomorrow will almost certainly be like yesterday.
We get fronts moving in from the atlantic which causes the weather to change from hour to hour. Given that the weather is so random it makes a good topic for conversation.

My mother's friend is from England, and when she gets back from a visit, she also complains. But anywhere where weather isn't good most of the time, people will complain. England doesnt have good weather often. So its understandable.

It's the opener for small-talk.
If you complain about the weather it's pretty much given that the other person will agree you.

I think us English are a nation of polite small talk. To a stranger on the park; "Lovely weather today isn't is?" I suppose it's a way of saying 'hello, I like the look of you, let's chat'.

It's the English who complain. They only came to these islands about 1500 years ago and haven't yet got used to the idea that it rains all the time. The Scots, Irish and Welsh have been here for about 10,000 years and they've learned to put up with it.

because the weather is so different from winter and summer. in the winter we freeze our balls off, after 8 months of absolute misery we get kind of used to it and BANG it increases by 25-30 degree c and we turn from peguins to bright red lobsters. My favarate weather is in the summer when it is hot and cloudy with a slight cool refreshing breeze
