In England, it could be refering to colleges where kids in their last two years of high school can study for their A-Levels (a two year course started in the penultimate year of high school and with an exam in the final year of high school). Not all secondary schools provide provisions for kids to do their A-Levels so they have to go to special colleges do to this. These colleges are not like trade colleges but instead are specifically intended just for people doing their A-Level.
