I have heard that in the event of a war or civil disturbance the president and his full staff can operate underground under Washington and Virginina. Is this top secret stuff, rumor, or is there some actuality to the statement? I heard that is was put into function after 911 and has been kept active since.

It is Norad. A fully funtional facility that is built under a mountain. It is suppose to take a direct hit from a mega ton nuclear weapon.

Now there is a bunker in the White House that the President will go to initially, they put him in it on 9/11. But in serious times he goes to the mountain.

There are several places in the US like this. Their locations are well-known, and mostly at military bases. NORAD is one of them. There is one in DC, and also outside Omaha, Nebraska. President Bush was rushed to this facility on 9/11 and stayed for a few hours.
