I have a suggestion that may work. I know it works with Cats and scratching. Everytime you see he is about to bite someone or has bitten someone, quirt him with water from a water bottle. He won't like it and equate being squirt with biting and may stop. I hope this works.
Also, he is a puppy. It is normal behavior. He should grow out of it.

The best way is to keep it with it's mom until it is about 10 weeks old.. She will teach it that biting is not cool.. If that is not an option find people with older dogs for socalization and they will help teach it.... If that is not really possible. Firmly yell no, and give a consequence when it bits.... Like clapping your hands or controlversial but snap it's nose gently... Be firm and be incharge. They don't understand pecking order until you tech it to them. Please don 't abuse it and I am not advocating that either. Authority doesn't come from abuse but from firm, strong authority.

They always do that when they are puppies (personal experience) so every he bites say no! and pull his ear. But don't pull it hard just a little.

bite it back. i know it sounds wierd, but i'm serious. if your puppy bites you, bite it on the ear. you don't have to bite hard, its just to let him know that you are in charge and are not going to tolerate that kind of behavior. it works, believe me.

I'm not a dog person. I have 2 cats. But I couldn't let this question go. I have to try for the sake of the poor animal.
That being said
