Well, if you were going out with her and she said "I'm over you." Then it means you and her are over. If she said it to you after you and her had already broken up, or even if she had had a crush on you before, she means that she's not interested in you any longer.

It means that they no longer care about being without u. And most likely the feelings they had of wanting to be with u are gone. Basically they are ready to move on and leave u behind without caring. Sorry, unless u are over them too.
