They are on the same side as the rod, what are they for?

sci1978 gave a good answer. The counterweight device is built into the flywheel, to compensate for the reciprocating motion of the down-hole pump.

I am assuming you are looking at a regular pump jack --- look again. The counter weights (if required) are on the opposite end of the beam from the pump rod. The curved head over the rod is to keep the force directly over the rod as the end of the beam moves through its arc. Otherwise, the rod would have to flex on every stroke.

The mechanism on the same side as the rod is to keep it aligned. Relatively it is not heavy. The counterbalance is on the other side of the fulcrum.
