It is very difficult. As GPS becomes more common place we are approaching a stage where a technological solution would be possible but that would be expensive.
Possibly heavier penalties and more points on your licence. If it was 6 points per offence then two offences would see you lose your licence - this may make people more considerate of the speed limits.
However I also think we have to be more flexible with speed limits. They should be variable. For example outside a school between 8 am and say 5 pm a 20mph limit would be enforced, however outside those times perhaps 30 or 40 mph.
On motorways we already have the capability of varying the speed limit. In good conditions, where the road is clear and dry the limit could be raised to 80 or 90 mph just as the speed limit is currently reduced in adverse conditions.
In my opinion we also seriously need to look at the use of speed camera's. We have reduced the amount of traffic police on our roads replacing them with camera's. However camera's only spot speeding drivers, or in some cases people jumping red lights. A police officer can be much more flexible, looking out for dangerous driving, drivers under the influence and other offences not just speeding. They are also better able to judge if your speed is excessive for the driving conditions.

Speeding drivers annoy me less, if they are driving responsibly and it is safe to do so, then the drivers who sit in the middle lanes of motorways holding up traffic or the people who do 40 in national speed limit roads.
Cars and technology have progressed to such an extent that the high way code stopping distances are an irrelevance for most road users. Also I believe that there are more deaths per year resulting from suicide then car crashes and yet a comparison of the preventative funding of each shows a clear bias against the driver.
However, to answer your question the most effective method of reducing speeding is the proliferation of average speed cameras. However you must realise that there is a big distinction between speeding drivers and dangerous driving. I do not condone dangerous driving however so often arbitrarily applied draconian speed limits have no correlation as to the actual safety of the road in question.
If speed was really such a problem then Germany's de-restricted auto banns would be littered with casualties however they are not and instead are considered some of the safest roads. This is because drivers are courteous, the roads are well built and lane discipline is exemplary.

Automatic driving cars.
That way if we crash, sue the government.
Or start a huge national movement where communities can function on their own, so everything we need is only a walk/bike ride away(Doctors, specialty stores in shops). Neighborhoods like mine are complete bubbles, simply a housing devolpment started in the 80's and the only thing we have in my neighborhood is a grocery store. I beleive that if we make a neighborhood able to function within its self so inhabitants can commute without driving the world would be significantly better. If you needed to go into town, take the bus! Cars would be a prehistoric thing of the past. Some good reasons so? One, no more speeding right? Two, less pollution from cars. Three, exercise for America!! We won't be the fat country anymore.
But yeah right this McDonald eating, SUV driving oil hoards would do that. Sorry world, USA is making it suck for you!!

Another method is when a car enters an area it is logged, it is then logged when it leaves so if the average speed is higher than the speed limit to get around the area they are fined. It means less of the speed slow speed around speed cameras.

There were these two kids who got some toilet roll tubes and sellotape and fashioned a radar gun. Then they donned high visibility jackets and stood by the roadside, pointing the gun at passing cars. EVERY single car slowed down to the speed limit. Brilliant. It happened somewhere in England, can't remember where.
