You don't indicate which year or body style it is (Make V, Make IV, etc...)
On my make IV, you pull the lever inside the car, then you have to lift the hood (that's what we Americans call the bonnet) a little bit, and the T-shaped knob pops out -- you then pull on that to release the latch. Come to think of it, the Make III was pretty much the same.

Release cable is broken or stretched; hood release latch is binding, bent, broken or needs to be lubricated; hood release handle is broken...if cable is broken or stretched, with some effort, patience and tools you can open the hood either through the front grille or underneath between the front bumper and radiator core support. If the hood release handle is broken, use a pair of pliers or vise-grips and grab on to the cable end, that should release the hood latch -or- get another person to gently pull up and push down on the hood while you are pulling the release cable / cable...

if it's a mark 1 or 2 take the VW circle out of the grill(just pull it)
then you can press the lever over(to the left as you look at it for uk car), this will get you under the bonnet.
good luck!

Take it to a local mechanic that has been recommended to you, they would probably fix it for hardly anything if the cable has come out of the clip. If the cable is broken you'll have to get someone else to fix it anyway!
