It's a Chinese proverb.

It means that happiness can be as easily disrupted as a shadow can block a ray of sun. On the other hand, adversity is a constant and can be counted on as we count on spring to bring rain.

Adversity is the rule; happiness is a fragile gift.

Most of the sites I've visited list this simply as a Chinese proverb (one says it's Dutch... but I don't recall too many Dutch proverbs, so I'm going to ignore that one) Since it's listed as anonymous, it's hard to say who first said it, but I'm going to say it's either Confucius (Kung Fu Tse) or Lao Tsu.
