You fasten it around your suitcase, like a belt. If you're getting one, I suggest that you get one that is brightly colored, so it's easier to spot your luggage on the conveyor belt.

Can't believe you don't know how: perhaps you had better leave your luggage on top of the wardrobe and not venture into this global world!

You secure it around your suitcase, like a belt, and it insures that it does not open accidently. Some have locks also.
