I guess nobody (as the first answerer implied) would like to buy an expensive fan and find that it fails on them. Requires expensive testing to move away from an established parameter which presumably caters for things like vibration or surging when the fan is operated outside its design envelope.

personally, i dont know what in the world any of that means, but if you design a car, wouldnt you know what would be in it? what would work and not work? so, in my opinion, you should know what would work and not work, and if not, get another job, i dont want you making my fans.
