A subway token or Metrocard, since 5pm is the "rush hour". Other suggestions: a model car or bus; a punchcard; a clock or watch; a "Happy Hour" cocktail glass or a book about cocktails.
You might also go with a TV news theme, since many TV stations now start their news at 5pm. Maybe a model TV set? If you can afford it, get a mini working TV, and tape to the screen a TV-shaped still of a local TV news anchor team in the middle of a broadcast.

The Joy Of Cooking is always a good gift, every kitchen should have one. 5 pm is when most people are starting to make dinner so that should work.

5 p.m. - After work.
A hostess cocktail set for drinks. With martini pitcher and 4 martini glasses.
A wine set - Wine decanter, reusable cork, and 4 nice goblets for wine.
If they don't drink.
An expresso set - 4 small expresso cups (nice ones)
A cheese plate set with cheese serving plate, maybe an olive condiment dish with separated spaces for snacks, and 4 small plates for guests, and cheese knife for serving, and 4 small cheese knives for the guests.

I love the person's idea about the cheese serving set. How about a serving dish? Anything having to do with a cocktail or drink would be good too!

definitely something to do with drinks because most people finish work around 5pm and could always use a drink at that time.
