You just have to clean it constantly. I know it's not nice but it has to be done and the cleaner you keep the area the less lure it is to flies and insects. I have the same problem with my rabbits litter tray but I just have to change it daily. It's not nice but it's less unpleasant if you do it frequently. Air fresheners just mask it, you need to take away the source, like changing a babies nappy. It isn't pleasant but it has to be done and the more frequently the better! :)

If it is a small dog you can train them to use a litter box like cats. Keeping it in doors is the best way. There are plants that you can use that are like natural repelants , Eucalyptus is a great plant to have around that flying insects do not like at all. Of course Eucalyptus do not tolerate Freezing weather very well as it is found in warm weather climates.

I have an answer but it may be gross.put some gloves on and collect a few samples of feces.put them in the freezer.get fly paper or a bag-a-bug at your local supermarket.set up the trap about 15 ft. away from the potty area, put gloves on and put a piece of feces on a plate and microwave it to make it sticky then wipe it on the trap.sanitize the microwave and there you have it a fly trap.

You have to pick up the poop every time the dog goes. Flies are instantly attracted to it. Or you could cover the entire dog pen with window screening - available in rolls from stores like Home Depot.
