If it is a rough collie, it should get the adult full coat at about 18 months old, depending on the weather.
Dogs don't grow much coat in the summer, but a full coat should arrive before winter.
Long coated breeds often have to wait until 2 1/2-3 years old to show at their best. that is when the pup fluff is gone, and the silky coat takes over.

It will grow in in time as the dog matures...providing it's a rough collie. There is also a smooth collie (not a border collie) variety that will never get long hair.
