My son is now ten and we have never had contact with his biological dad. I heard awhile ago that after a certain amount of time in which the said father does not try to be part of or contact the child , that he no longer has parental rights. Does anyone know if this is true?

Many lawyers will give an initial consult for free or for a minimal fee ($25-50).

You could also call the local social services or child support office and ask them about it.
