It slows down the rush of blood to the area. Heat speeds it up. When you have an initial injury, icing it down keeps from further injury (tearing of tissue). Heating it up later then speeds healing by sending blood there.

Swelling occurs when the your blood vessels become leaking due to inflammation. Icing makes the vessels less leaky and so prevents swelling

Constricts the blood veins and sends more blood to the hurt site. Which in turns brings down swelling. Its basically taking a lake and turning it in to a fast river. When you constrict the blood vessels you send more oxygen and nutrients to the injured site which promotes healing, and the veins get rid of the waste and de oxygen blood.

Ice shrinks the blood vessels, at the same time shrinking the swelling. This as I understand it.
