Yep all birds feathers grow back they should have grown back fully in 2 to 3 weeks time. My Conure is always brakeing hers in half and I have to pull them out so they grow back again. It doesn't hurt them well maybe it would have hurt yours as they got pulled out all at the same time the poor bird.

Birds molt all thier feathers at least once or twice a year, but usually just a couple at a time (I'm sure you noticed feathers here and there around the cage). It will take a lot of her energy to grow so many big feathers at once, so you should make sure her diet is as healthy as possibe. Try giving her colorful veggies, leafy greens, and extra calcium-rich foods, and also more pellets than seed. If you can't get her to eat anything but seed, get a good vitamin and mineral supplement. Also, whatch her for stress related illnesses.

They will grow back! It will take about 6-8 weeks and your tiel will be cranky while they come back in. If you give her a shower with a spray bottle, it will help keep itching and irritation down. :-)
It sounds like the tail feathers came out in what is called a fright feather loss. The bird panics and struggles and hormones in the body make the feathers come out if a bird is caught. It helps save a bird from being eaten, much like a lizard losing its tail. Hurts like heck, but the bird recovers :-) . Its happened to me. I've had budgies and cockatiels escape while my cats were out and I HAD to nab their tails or they'd get eaten. Bird freaks out and you end up with a handful of tail feathers >.< . it doesn't help when the bird bites you when you're trying to rescue them.
Hope the little guy feels better soon!
