In terms of expenditure on military equipment and training as well as number of soldiers recruited, there is none bigger than the US arm, if we are playing the number game, then US has none to bow before. In terms of strategy and intelligence as well as tactics relating to different forms of warfare, there are other countries, which can easily fare better. The Israeli Air Force for on would be having better dog-fighting pilots than anywhere in the world, same would go for their airstrike strategies, even the Russians have better guerilla fighters these days than the US. The North Korean army og about a million or so infantry is also pretty strong considering the hardships that the rigours of training puts them through.
In the case that nuclear weapons are involved it is anybody's game. the Israelis can wipe out parts of west Asia, the North Koreans parts of Japan and the States, the Indians can easily obliterate, many of the south east asian countries aswell as its arch nemesis Pakistan, Pakistan can easily destroy parts of India with ease, the thing is everybody is well equiped to cause catastrophic damage, once nuclear force come into the picture. The army heads confirm to the policy that nuclear power is just a deterrent, and not something that they would use as a first strike thing.
If there was to be a World War 3, the same thing would evolve, Russia would know that it's better to be with the States rather than loose resources fighting them, the Israelis would have the support of the US, and anyhow Israelis can easily thwart all their opponents in that area, it's just the international pressure on them to act as a mature nation, because of its powerful status. The interesting fight would be between the Pakistanis and the Indians, both have excellent armies, and are equally matched in terms of tech. the area where India might be ahead is there manpower, that's about it. The North Koreans would probably succumb to the Chinese, but they don't play by the rules, here is where nuclear weapon usage is most likely.
All this of course won't be happening even though the world seems to be in turmoil, I think they are just phases that civilisation goes through.

If it was a conventional war America would win but I am sure it would take some time with more casualties then most in America can stand anymore!

if it were a nuclear war then there is really no clear cut winner

but there is a slight chance that America could still come out the winner as long as a Democrat was not brought back into office as president, i am sure they would hand over what would be left of America too the surviving Russians!

In a straight out conventional war, the US could probably take Russia, as the Russian army has really declined over the last decade and a half or so. US technology is also significantly better. When you introduce the nuke factor, it ceases to matter anymore though, as bouth Russia and the US could wipe out the entire world a couple of times over, and thus, Russia and the US would never fight any kind of direct ground war. Peace through assured mutual destruction- the peaceniks wont admit, it, but when you know you will be wiped out if you go to war against someone (and they know the same thing about you), you just cant fight it out, and peace comes.

well if you think the American military is over rated than you have not been watching for the past 15 years. In a war with Russia and or China, there would be no winners. MAD still exists as a very real thing. That is why we all fight with proxies.

Nuclear weapons are the reason that we will never find out. When one side gets in deep enough trouble in a conflict and it has nuclear weapons there is a fear that they will attempt to use them.

It would escalate rather quickly I'd say. As far as a winner, the collateral damage would be so high for both that you just couldn't even have a winner.

If it was just USA against Russia, I would have to say the USA. But if it was USA and our allies against Russia and their allies. Then it will be impossible to tell.
