what exactly is the 'sp'
It tends to be used in military & logistical scenarios

As a logistician, we use the term "SP" for starting point. Usually accompanied by a time at which you "hit the SP". This is to ensure you are utilizing often extremely congested roads at the correct time so as to not creat traffic jams or get mistaken for infiltrating enemy forces. On the opposite end is "RP" or release point to designate you are now off of controlled roads and can now travel to your final destination (usually an RP is at the entrance to a camp, bivoac site, or installation).
SP could be used in anumber of other various means by other services depending on thier lingo and abbreviated terms.

While some services may have used the term situation progress, in the last 22 years, I have only heard or used SITREP to request or give a situational report to update the commander on recent events and status of my units.

As you can see from previous answers, "SP" can have many meanings depending upon the specialist areas in which it is employed. In common usage, however, the first poster was right when he said it means "starting price". The phrase is used (in non-horse racing terms) to mean the latest information on a given subject.

In the only two miltary applictions I can think of, in the Navy, SP is Shore Patrol, or Naval Military Police. In artillery, SP is used to denote a howitzer or gun platform that is Self-Propelled, i.e.- The M109 Paladin self propelled howitzer.

"The full sp" (or starting price) is an expression used in racing when showing the starting odds for all the runners in a race.
